Family and Children’s Services Garners Three-Year Accreditation from CARF International

Family and Children’s Services (FCS) is proud to announce this week that the agency has been issued national accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF) for three years for the following programs and services:

  • Case Management/Service Coordination: Family Services (Adults)
  • Crisis Intervention: Family Services (Adults)
  • Outpatient Treatment: Mental Health (Adults)
  • Outpatient Treatment: Mental Health (Children and Adolescents)

The three-year term — which extends through May 31, 2020 — represents the highest possible level of accreditation awarded by CARF.

“This designation is a true testament to the quality and excellence of the staff and the work that we do,” said FCS CEO F.T. Burden. “It would not be an understatement to say that this is the first and most significant step in our transition from a group practice to a licensed outpatient mental health center (OMHC) — offering services in Baltimore City and Anne Arundel, Baltimore, Carroll, Harford, and Howard counties.”

As an OMHC, FCS will be able to expand its services beyond general/trauma counseling, psychiatry, and medication management to include substance abuse counseling, therapeutic groups, and wrap-around coordinated care services.

Founded in 1966, CARF International is an independent, nonprofit accreditor of health and human services. The CARF International group of companies currently accredits more than 50,000 programs and services at 25,000 locations.

CARF surveyors observed and evaluated the full gamut of FCS programs and services during a three-day period in late May, assessing the agency via a series of more than 1,400 standards.

“This achievement is an indication of your organization’s dedication and commitment to improving the quality of the lives of the person served,” said CARF President/CEO Brian J. BoonPh.D., in a letter to FCS leadership relaying the news of the accreditation. “Services, personnel and documentation clearly indicate an established pattern of conformance to standards. … Your organization should take pride in achieving this high level of accreditation.”

Accompanying the letter was a comprehensive list of FCS’s organizational strengths as noted by CARF’s team of surveyors. Included in the list was an emphasis on the experience, diversity, and passion of the agency’s management team as well its program staff, which the surveyors ascertained through interviewing both FCS personnel and clients during the observation period.

“The staff of FCS changes peoples’ lives every day through direct support, redirection, therapy, and compassion for the whole person in his/her darkest hours,” the report stated. “It is evident that the persons served hold the staff in high regard. Persons served credited staff with instilling a sense of hope, dignity, and respect, which greatly improves their self-esteem and commitment to their recovery.”

Prior to joining SCS, he served for nearly 15 years as President & CEO of AIDS Interfaith Residential Services, Inc. / Empire Homes of Maryland.
