Gladys Bourne Carter, LCSW-C
Gladys Bourne Carter, MSW, LCSW-C earned her Bachelor of Science Degree from Bowie State University in Psychology with a minor in Child Development. She then obtained her Master in Social Work, with a specialization in families and children’s service, from the University of Maryland School of Social Work in 2002. Her career started in the Baltimore City Department of Social Services in 1996 as a Case manager and left after 20 years of service as a Program Manager. Over the years, she has worked within the profession, as a Psychiatric Evaluator, Counselor, Therapist, and Clinical Director. She is a servant leader and feels that social work is her God-inspired mission in life.
However, her greatest rewards and challenges have come as a single mother of two sons. She is also the proud GiGi (grandmother) of her amazingly independent grand-girl.
Noel is our receptionist at the Howard County location. She provides top-notch customer service and a bright smile and attitude for the new and old clients that walk through the door. Outside of work, Noel enjoys her free time with her family and friends.
ALEXANDRA P CARGO
Alexandra (Allie) Cargo, Ph.D., has more than 25 years of experience as a therapist and evaluator. She works with a broad age range, from children through older adults, and uses a variety of techniques specific to the issues of the individual, in a warm, collaborative environment. Dr. Cargo received her B.A. in Psychology from Smith College, her M.Ed. in Special Education-Learning Disabilities from the U. of MD, and her Ph.D. in Clinical Psychology from American U. She taught in the public schools and then worked at The Kingsbury Center for many years as an educational diagnostician, school consultant, and tutor before receiving her clinical training. In addition to providing therapy at Family and Children’s Services of Central MD in Howard County, she performs diagnostic assessments at The Wake Kendall Group in D.C.
Violence Intervention Program Case Manager/Group Facilitator
LISA L. ENRIQUEZ, BSW, CA
Lisa joined Springboard Community Services as the Violence Intervention Program (VIP) Case Manager for the Carroll County office and transferred to the Violence Intervention Program at the Howard County office in May 2022. Lisa oversees and facilitates all the weekly Violence Intervention Program groups offered in Howard County, which include the Abuse Intervention Program (AIP), Anger Management, Parenting Anger Management, and Appropriate Response to Abuse. Lisa also sees clients individually, conducts intakes/assessments, provides community presentations on dating violence and healthy relationships, and works with victims and survivors of domestic violence.
Lisa earned her Bachelor of Social Work from Northern Arizona University and has a certificate in Case Management from the University of Maryland School of Social Work and the United Way of Central Maryland. Lisa is also a member of the Maryland Domestic Violence Fatality Review State Implementation Team (MD-DVFRSIT) and holds a credential from the National Organization for Victim Assistance (NOVA) as a victims of crime advocate with a specialization in domestic violence and sexual assault.
Lisa has worked with both victims and perpetrators in the field of domestic violence, sexual assault, and human trafficking. Prior to joining Springboard, she worked with diverse populations at two Maryland comprehensive domestic violence organizations – the House of Ruth Maryland and the YWCA of Annapolis & Anne Arundel County. While Lisa enjoys working with survivors, her true passion lies in working with those who perpetrate violence because it is very victim-focused work. Lisa is also very passionate about educating youth about healthy relationship dynamics because she believes that, while intervention work is necessary, prevention is key. Lisa’s greatest hope is to touch lives, build bridges, enable dreams, and positively impact the lives of others.
Medical Administrative Assistant
Matt joined Springboard with 10 years’ experience working directly in the mental health field with an additional 10 years teaching martial arts. Matt has a passion for teaching and helping people grow and improve. Matt is responsible for assisting the Medical Director to ensure client’s receive the absolute best service, specific to their needs. In his free time, he is an avid traveling and writer.
LA SHAWNA OBAME
La Shawna Obame MA, LGPC, NCC, earned her Bachelor of Science Degree in Psychology from University of Maryland, Baltimore County (UMBC) with a concentration in biopsychology. She then obtained her Master of Arts Degree in Mental Health Counseling from Bowie State University. La Shawna is a Certified Prepare/ Enrich Marriage Facilitator and serves on the Citizen’s Advisory Board at Clifton T. Perkins Hospital Center. She supports individuals and couples by utilizing Adlerian, Client-Centered, and Motivational Interviewing techniques to promote insight and encourage a healthy life balance with practical interventions. La Shawna has experience coaching soccer and teaching nutrition and fitness to adolescents within a research setting. She has also worked in community case management, care transitions, and therapeutic recreation to lend a distinctive style to providing therapy.
Folasade (Sade’) Owolabi
A native of Nigeria and raised in the suburbs of Washington, D.C., Sade pursued her studies first at Howard University where she earned her bachelor’s degree in social work and later received her master’s degree in social work from the University of Maryland’s School of Social Work, and a second master’s degree in Health Systems. “A helping spirit resides within me. If you have a problem, I have to find a solution. I don’t give up,” Sade’ said. Mental health is her passion and she is driven to learn more about the intersection of medical and psychiatric health and wellbeing. When she is not helping others, Sade’ enjoys time with her family and reads to further her knowledge of mental health. Sade’ was inspired to become a social worker after working at the Washington, D.C. Children’s Hospital watching the power of the profession calm children and families in crisis.
Joshua serves as Springboard’s Case Manager in Howard County’s H2O Program and in the County’s Multiservice Government Center. He provides intake, assessment, and crisis intervention services to Howard County residents. He joined Springboard in 2020 and initially worked in the agency’s domestic violence prevention program.
Helping others problem-solve their challenges and find self-sufficiency drives Josh. In his free time, he enjoys swimming, cooking, and spending time with friends and family. He is a 2021graduate of Towson University.
Behavioral Health Clinician
ILENE S GALLNER TOLLER, LCSW-C
Ilene believes her clients have the answers they need to heal themselves; they just need someone to help guide them to their truth and their own inner wisdom. She views therapy as a collaborative process, where the client is the pilot and the therapist is the co-pilot. She is there to support clients on their journey utilizing skills she has acquired through her work with clients as well as through continuing education and peer supervision. Ilene has an eclectic approach, utilizing whatever best meets her client’s needs. She has certificates in Trauma Therapy with training in utilizing expressive therapies, such as movement, and art. She utilizes the Internal Family Systems model developed by Richard Schwartz. She incorporates Mindfulness, Cognitive Behavior Therapy and Psychodynamic therapy, noting that often the client’s past impacts on their present, while they may need some new skills to help manage old behaviors learned in their past. Ilene earned her BS in Individual and Family Studies at Pennsylvania State University and her MSW from University of Maryland School of Social Work and Community Planning. She has been a therapist with Family and Children’s Services for almost 25 years, specializing in working with adults with trauma history, relationship issues, depression, anxiety and bi-polar disorders. She provides individual and couples counseling.
